Philip Chen

CEO and Founder

Philip Chen As Chief Executive Officer of Apex Computer Systems, Dr. Philip Chen oversees all strategic planning and business development for the organization. After working as a research scientist with McDonnell Douglas Research Laboratories and Dynamic Technology for nearly 10 years, Dr. Chen branched out into the technology field and formed Apex Computer Systems, Inc. in 1983 based on his entrepreneurial vision to help others benefit from leveraging information technology.

Over the years, Dr. Chen has truly proven himself to be an exemplary leader not only as the chief executive of Apex but also in the greater business community. Named "Asian Entrepreneur of the Year" by the Asian Business Association in 1996, Dr. Chen has always been a strong believer in giving more than you receive. As a result of his countless community involvements, he has served as National Vice President in Economic Affairs for the Organization of Chinese Americans, President of the Asian Business Association, Los Angeles Chapter, and President of the Chinese American Computer Association. He established the Cerritos Chinese Senior Citizen Association in 1992, which has now grown to 600 members, and he was the key organizer of the Asian Business Association, Orange County Chapter. Most recently, he established the Asian American Professional Association which is now in its seventh year in mentoring technical professionals to go into management careers. Dr. Chen has also served on the board of several volunteering organizations, including Orange County Purchasing Council, California General Order 156 Minority Advisory Council, and many others.

Dr. Chen graduated from the University of Southern California (USC) in 1974 with a doctorate in Aerospace Engineering and a minor in Computer Science.

Michael Da Silva

Senior Vice President, Corporate Sales and Marketing

Mr. Michael Da Silva is currently responsible for corporate sales and marketing activities for Apex Computer Systems. In addition, he has a key business development leadership role for creating and providing complex services solutions for Fortune 500 Distribution, Financial, Telecommunications, and Healthcare industry clients.

Mr. Da Silva has over 26 years experience in the Information Technology area and has held numerous technical, management, and executive positions in field engineering, systems management, consulting, and sales.

Most recently, Mr. Da Silva has successfully negotiated several key strategic agreements with customers, third party suppliers, and global sourcing technology partners such as IBM. He is also responsible for corporate business and alliance relationships and is an active supporter for 2nd tier business relationships working with other minority and women- owned businesses nationally.

Mr. Da Silva currently resides in the Southern California area and is a graduate from Pepperdine University School of Business and Management.

Dennis Rice

Senior Vice President, Field Services

Mr. Dennis Rice currently directs and manages all field service operations including service delivery for Apex Computer Systems, Inc. Mr. Rice joined Apex in 1998 with 24 years in the computer service industry, including more than 20 years in management at McDonnell Douglas, Novadyne, Wang Laboratories, and Westec. Under Mr. Rice's leadership, Apex's field service has consistently been ranked as a top performing service provider by our clients and partners including IBM and our field service coverage has expanded from regional to national.

J. Michael Mahon

Vice President, Professional Services

Mr. J. Michael Mahon has over twenty years of management and consulting experience in the information and communications technology industry. He has directed client engagements within the Financial Services, Transportation, Oil & Gas, Local and Federal Government, High Technology, and Healthcare industries. Under his direct leadership, multimillion-dollar engagements using systems management, application development, and enterprise networking industry standards were completed for Fortune 1500 clients in North America, the European Community, and Australian markets.

Mr. Mahon's prior management experience at Fortune 1000 corporations and small to medium enterprises includes general management, sales and marketing, and operations oversight within the mainframe, midrange and distributed computing community delivering integrated information systems solutions

Mr. Mahon has a BA degree from the University of California, Irvine, Social and Information Sciences, an MA degree from Humboldt State University in Organizational Psychology, and an MBA degree from University of California, Irvine in Marketing.

Dennis Chiu

Vice President, Consulting Solutions Group

Mr. Dennis Chiu joined Apex Computer Systems, Inc. in 1997 with several years of experience in finance, management, and sales in the wholesale distribution industry. Promoted to Director, Consulting Solutions Group in 2002, Dennis is now responsible for leading and managing all aspects of Apex's Business Solutions offerings (formerly the Consulting Solutions Group), which include Accounting and ERP, EDI, CRM, and Warehouse Management solutions. Under Mr. Chiu's steady leadership, the Business Solutions offerings were successfully expanded to include EDI and CRM solutions. Mr. Chiu was also instrumental in forming strategic partnerships with Microsoft and Sage Software and implementing a successful seminar and conference program.

Mr. Chiu received his Bachelor's Degree in Accounting and Business Administration from the University of Southern California (USC).

Jessica C. Chow

CFO

Jessica C. Chow was promoted to Controller from Senior Accountant in 1999. Under her financial stewardship, Apex has grown steadily and smoothly, multiplying by ten times in revenue and number of employees.

Under Ms. Chow's efficient leadership, the Administration Department of Apex has made significant accomplishments including successful development and implementation a company-wide ERP system, improvements in 401(K) and other employee benefit plans, creation of an effective technical environment for all employees, as well as reorganization of the accounting, logistics, and warehouse departments in order to streamline workflow and processes.

Jessica C. Chow received her Bachelor of Science in Accounting from California State University at Los Angeles. She is most grateful to those who helped her learn to become a bold, caring, and kind leader.

Florence Wang Kuo

Chief of Staff

Florence Kuo joined Apex Computer Systems, Inc. in 1998. Ms. Kuo manages the President's office, specifically in the areas of community relations, quality assurance, and special projects. She brought with her twenty-four years of experience as the Executive Assistant to the CEO/Founder of Continental Engineering Corp. She contributed to the significant growth of Continental Engineering Corp. from a mid-sized local firm to a leading construction conglomerate in Taiwan with a global presence.

Ms. Kuo is currently administrating the Mentoring Program for the Asian American Professional Association (AAPA) in Southern California, based on the vision of inspiring, developing, and promoting Asian-American professionals to maximize their career potential.

Ms. Kuo holds a B.A. degree in Literature from National Taiwan University. She is fluent in English and Chinese in several dialects including Mandarin, Shanghainese, and Taiwanese.

Anthony Y. Teng, MBA, CPA

Senior Consultant

Mr. Anthony Y. Teng is currently responsible for assisting clients in developing strategic business solutions for Apex Computer Systems. Mr. Teng joined Apex with over 25 years experience in strategic planning, accounting information systems and information technology consulting for service, distribution and light manufacturing enterprises. His focus has been to analyze company business problems in order to determine effective solutions using best of industry alternatives and technologies.

Mr. Teng is a frequent contributor to professional training, continuing education programs and publications for business professionals in the area of accounting, finance and information technology.

Mr. Teng has a Bachelor of Science Degree in Business Administration Accounting from California State University, Long Beach; a Masters in Business Administration Advanced Management Studies from TUI University, and a Masters in Business Administration Entrepreneurial Studies from William Howard Taft University. He is a Certified Public Accountant in California (CPA), a Certified Information Technology Professional (CITP), and a Lifetime California Credentialed College Instructor.
